The redevelopment project is the combination of a moderate and
substantial rehab that yielded over 60 units of affordable housing at
320 St. Nicholas Avenue and 445 W. 125th Street.
Zora Neale Hurston Houses – NRP 
There are 8 buildings in this project which represent a gut rehab
that will create 95 apartments. The building addresses are: 107, 109 and 111 Morningside
Avenue, 433, 435 and 464 West 126th Street, 457 West 125th Street and
36 St. Nicholas Avenue
Madam C.J. Walker 
The gut rehab of 5 buildings under the DHCR Homes for Working
Families Programs yielded 41 apartments and was completed in March
2004. The buildings are located at 2913, 2917, 2919 2920 and 2922
Frederick Douglass Boulevard (Eighth Avenue).
Countee Cullen / Neighborhood Homes Program 
Are 10 buildings that will be for one to four families. The buildings are located at 469 West 141st Street, 522 West
149th Street, 531 West 142nd Street, 540 West 140th Street, 331
Convent Avenue, 138, 140, 242, 244 and 265 West 136th Street.
Harlem Valley II: Construction of 21 new units of low and
moderate income apartments and 2 commercial sites on West 125th Street;
St. Nicholas Avenue Houses: Rehabilitated 32 low and moderate
income apartments on St. Nicholas Avenue;
Harlem Valley I: Rehabilitated 40 units of low income apartments
and 6 commercial sites along West 125th Street and 15% of those apartments
were allocated to families who were homeless ;
AVSB: Rehabilitated 15 units of low income apartments on St.
Nicholas Place and 5 of those apartments were allocated for homeless
families;
Augusta Savage Houses Rehabilitated 54 units of low income
apartments on St. Nicholas Place, St. Nicholas Avenue and Amsterdam
Avenue. Sixteen of of those apartments were allocated for homeless
families;
James Van der Zee Houses: Rehabilitated 34 units of low income
apartments and 2 commercial sites on West 125th Street;
ECDO Houses I & II: Rehabilitated 87 units of low income
apartments on West 119th, West 126th, 127th Streets and St. Nicholas
Avenue.

Employment
and Placement Services 
Employment and Placement Services- ECDO currently operates 4
successful employment service programs and has exceeded contractual
placement goals. Participants of adult training and placement
services in the program have been successful at obtaining employment
opportunities in the private sector in all industries. ECDO also uses
TRAIN (Training Resources and Information Network), a software program
that provides information and the resources needed so that the
Employment Initiative staff can effectuate program services.
Prior to the current employment services programs, from 1995 to 1999,
ECDO administered a Department of Employment JTPA Title II Program
that provided adult education, training and career counseling services
to over 500 economically disadvantaged adults between the ages of
22-54 from the five boroughs of New York City. ECDO developed
unsubsidized permanent employment for these participants, who were
previously unemployed, lacked marketable work experience and had a
variety of barriers to securing employment. A significant number of
these participants had not earned a high school diploma, had poor work
history and was on public assistance. ECDO offered occupational
training, workshops, internships and seminars that broadened the
participant’s exposure while preparing them to enter the job market.
ECDO has established complex inter-agency and private sector linkages
that provide employment and placement to participants of the program.
ECDO has developed a network of employers who have actively engaged in
hiring, training and offering long-term employment opportunities. ECDO
was able to offer day and evening employment services to its clients.

Economically challenged adults and youth are served under the programs
listed below.
City of New York (DYCD)Department of Youth and Community
Services (Year Round Youth Pre-Employment & Skills) and Summer Youth Employment
ECDO administers a summer as well as year round education,
employment, counseling, job readiness and on the job training program
for youth. Since 1989 ECDO has successfully operated a JTPA/ NYS
Department of Labor/ New York City Department of Employment funded
Youth Employment Program (YEP). ECDO has provided employment services
to over 12,000 economically disadvantaged youth between the ages of 14
to 21. Sixty percent (60%) of the YEP participants have received
public assistance and/or food stamp subsidy for at least 2 years and
come from families who have varied social issues. The YEP program has
resulted in meaningful employment opportunities, skill development,
school retention and long term career opportunities. Our experience
with administering YEP has afforded ECDO the opportunity to network
and create long term support services, employment linkages and
partnerships with over one hundred community agencies and businesses
that work with the agency. ECDO has always been successful with
securing employment for program participants as the job placement and
retention rate averages about ninety percent (90%).
ECDO has provided economically challenged youth with education,
career development and job placement while partnering with over 200
worksite sponsors from the community.
NYS Department of Labor Wage Subsidy Employment Services Program:
ECDO facilitates this program by assisting low-income individuals
and public assistance recipients with securing employment. This
program provides on the job training for the participant who generally
has limited work experience while offering the employer a subsidized
payment for the wages earned. Under this initiative participants are
placed in subsidized employment for not less than 30 days and then
transitioned into unsubsidized employment. Recently, the Department
of Labor issued a Wage Summary Program performance summary of all
service providers in the New York City Region and ECDO ranked # 1
among other service providers including Consortium for Worker
Education, Wildcat, and the South Bronx Overall Economic Development
Corporation.
REAP:
This program offers services to community residents who are deemed
job ready with housing relocation, via use of a section 8 voucher.
After relocation, program participants are provided with employment
and placement assistance.
The Homebase/Section 8 relocation program is in the second phase
of program services. This initiative offered relocation services to
community residents who were deemed job ready with housing relocation
via use of their section 8 voucher. After relocation, participants
of this program are currently being provided with employment and placement
assistance until they upgrade existing employment or secure permanent
employment.

Youth
Employment Program 
Through the New York City Department of Youth and Community Developement, ECDO operates
a Youth Employment Program (YEP) for young people between the ages
of 14-21. Each summer participants receive $7.15 per hour (paid directly
by DYCD) for a seven week productive employment experience with companies
and organizations who will provide a structured and well supervised
work environment. For further information on how to participate as

In addition to offering summer employment services to youth, ECDO
also provides employment service activities that include educational/employment
counseling, job readiness skills, on the job training and referrals.
This program assists youth with achieving job search and investigation
techniques, obtaining and completing job applications, learning appropriate
workplace conduct, dress code and grooming.

Have past attempts to address building-wide issues fallen on deaf
ears?
You have options! You can make a difference in your apartment, your
building and your community!
Call today and an ECDO community organizer will provide you with
the technical assistance to organize a tenant association. The organizer
can breakdown the different options that are available to the tenant
association, ranging from directly contacting the landlord to coordinating
a rent strike with the assistance of legal counsel from Legal Aid.
The decisions that will be made concerning your building will be yours
alone. The organizer will assist and support you but the success of
the tenant association depends on the strength and solidarity of the
tenants.

environmental concerns (water, rodent and cockroach infestation),

Childhood Immunization
Program
The Start Right Coalition is a coalition of community organizations
mobilized to improve the health in children under the age of 3 in
Northern Manhattan. Increasing awareness of the importance of children
receiving adequate primary care including their complete series of
vaccinations on time is important. This program eliminates the risks
of diseases that may result without immunization.
ECDO provides free information and education about the importance
of childhood immunization. Parents and the children who participate
in the program are provided with referrals to clinics, appointment/immunization
reminder cards and are monitored.

Drug and Safety Concerns
Landlords and Tenants must work together to rid their buildings of
drug users and dealers. Drug activity puts tenants and neighbors at
risk, accelerates the deterioration of the building, and decreases
the quality of life for all the community.
Encourage your landlord to enter the Vertical Patrol Program with
the Police. The Vertical Patrol Program enables the Police to gain
access to your building and conduct a complete walk through of the
building when they receive a call from a concerned tenant. The Police
will arrest any person who is not a tenant or visiting a tenant.
